The markets are flat to start the week as investors await news of a debt ceiling deal.

“I’m hopeful. I think the negotiations are very active,” Treasury Secretary Janet Yellen said of avoiding a default. “I’m told they have found some areas of agreement.”

Meanwhile, Monday morning’s Empire State Manufacturing survey data came in at -31.8, well below estimates of -5, revealing that manufacturing activity in New York has collapsed.

Investors are waiting to see where Thursday’s Philadelphia Fed Manufacturing Index data comes in, as well as Tuesday’s retail sales and industrial production data.
